Well, the wall is just about done and looking great! City inspectors have completed a final walk-thru with Radcliff Hardscape - over the next few weeks they will be addressing final concerns (clean-up, landscaping, etc) so that the City accepts the job. Stay tuned for the ribbon-cutting dedication!

The OPNA Board has been working with the City to finalize some details - PLEASE READ:

1. We are transitioning from the orginally selected column stone ("Cordoba Cream") to "Luders Tan"
, understanding there may be some variation in the stone batches and there is a 4 week lead time. Though it was originally thought that the "Cordoba Cream" stone would complement the brick, once large samples were provided, the City, OPNA Board and several neighbors felt the contrast was too much - stone was too light/white with the brick. "Luders Tan" is the stone used on the W. Campbell Road - see picture at left or check out that completed wall (Campbell between Floyd and Waterview).

2. We are not installing an entry sign at the Campbell / Owens intersection. As previously mentioned, there are several visibility (poles, utility boxes) and placement (west side not preferred - traffic is on east side) issues. This is the main entrance to Owens Park and visibility is imperative - the OPNA Board has been advocating a small median entry feature at this intersection if possible and reasonable. The City agrees this is the right step to complete our Neighborhood Vitality Project. We will be submiting a request for a median entry feature project in the 2010 Call for Projects - given the impact of this improvement on our neighborhood and relative low cost, we are confident the small entry feature will be approved. NOTE: Left over funds from our project, as well other projects covered by the 2006 Bond - Neighborhood Vitality allocation, will be added to the approved 2010 Bond - Neighborhood Vitality allocation.

3. We have selected the paint color for the back of the Eddie Mann wall - “Softer Tan 6141”. Of the three choices presented to the OPNA Board, this color is the darkest (others are too light and/or yellow) – we feel this color will hide dirt the best yet work well with the brick color. See picture at left of check out the large samples on the Summertree alley wall (half-way down).

4. We have selected the cast stone column cap color - "??". Given that we are matching the W. Campbell Road brick and stone, the OPNA Board felt the best course of action was to match the column cap color.

5. We have selected the entry sign format - "Owens Park" will be on one line with 7-inch high letters in Euro Roman font in black. While this does not match the fonts we generally use (Georgia, Arial) or the color scheme we've "selected" for the neighborhood (dark red), the OPNA Board felt it was more important to have a classic, “timeless” look and the best readability. Remember, entry signs will be embedded in the south short walls along Plano Rd. See picture at left.

Owens Park will be getting the base bid AND all 4 alternates - painting back of Eddie Mann walls, entry signs, natural stone on the columns and cast stone column caps! Updated timeline:
- April 26: City Council votes to award bid (base and 4 alternates)
- Mid-May to Late-May: Pre-construction meeting(s) with selected contractor; finalize details (like paint color)
- Late-May / Early-June: Construction begins (target completion Fall 2010, likely October)

Continuing to work through final design issues with the City. Additionally, due to neighbor feedback, we've been able to determine that the brick used on the W. Campbell Rd. wall ("Fireside", between Floyd and Waterview) can be used in place of the Ole Orleans brick. Requesting feedback from those who voted Oct 20.

- February: Continue to finalize design plans and bid specs
- March 8 (target): City Council votes to authorize bidding
- Mid-March to Early-May: Bidding, selection and City Council votes to award
- Mid-May to Late-May: Pre-construction meeting(s) with selected contractor
- Early-June: Construction begins - no less than 120 days for construction (target completion Fall 2010)
NOTE: Removed cast stone wall captones as alternate - brick consistent with other wall projects at no additional cost.

PROJECT OVERVIEW
As part of the Neighborhood Vitality program, the City of Richardson allocated funds from the 2006 Bond program to demolish and replace the 700 feet of stucco wall along Plano Road (runs from just south of Shannon Lane to just north of Jennifer Drive). This rebuild project would have included the new wall, new larger sidewalks as well as extensive irrigation and landscaping - a look consistent with the recently completed Canyon Creek wall and the in-progress West Campbell Road wall (between Floyd and Waterview).

After much neighborhood discussion, OPNA approached the City with an alternate plan - our preference was to find a way to address ALL the wall areas surrounding Owens Park. In addition to the 700 feet of stucco wall, 1400 feet of concrete brick-pressed "Eddie Mann" wall runs from just north of Jennifer Drive to just north of Woodoak Drive AND along Campbell Road. Unlike the stucco wall, the Eddie Mann wall was structurally sound and did not need to be rebuilt - it does desperately need to be refinished / refreshed.

After many conversations with the City, we were able to determine that the funds could be used to address all wall areas surrounding Owens Park. The stucco wall would be rebuilt with concrete block ("CMU") and have a similiar look to the existing Eddie Mann walls. Once the new "CMU" wall was built, all street-side walls (i.e., the sides facing Plano Rd and Campbell Rd) would be faced with brick and cultured stone columns for a consistent look. The short walls at entry points would be faced on both sides. Unfortunately, due to limited funds, some features will not be addressed:

1. Additional landscaping. Only plants, trees and hardscape destroyed during the construction process will be replaced (not the existing size – new material). All attempts to preserve existing trees will be made.
2. Additional irrigation. Only irrigation destroyed during the construction process will be replaced.
3. New sidewalks. Only sidewalks destroyed during the construction process will be re-built. Sidewalk north of Woodoak Drive will be removed and replaced with grass (new sidewalk will be built when the Owens lot is developed).
4. Treatment to the back side of new and existing wall.

IF the base bid comes in low, the City is having 4 "upgrades" priced out. We can incorporate these features in order of priority:

1. Column capstones
2. Entry signs
3. Painting the back of the Eddie Mann wall (the stucco wall replacement will be painted on the back)
4. Wall capstones

In summary, due to limited funds, our focus on the wall itself. In the future, we can apply for additional funds and/or leverage the matching funds program to address landscaping, irrigation, etc.

Next week (April 20), Oncor is announcing its "Texas Trails Program", an initiative to beautify high and bike trails located within their transmission lines. This program will allow Oncor to work proactively with communities to design a template for native and low maintenance landscape designs. The design process is funded by Oncor and any further development of the project will be considered by the City Council in the future. OPNA is excited to learn how we can leverage this program to beautify the Owens Blvd median!

Initiating steps to create a master plan for the beautification of the Owens median - once a draft is complete, we will present to City of Richardson for consideration.
Base Bid (APPROVED!)

1. Eddie Mann Wall will be faced in brick on street side only (back side remains as is). Existing columns will be fronted with stone. Between these columns, smaller brick columns will be constructed every 10 feet.

2. Stucco wall will be demolished and “thin” brick wall will be built - same look as refaced Eddie Mann Wall, but back will look the same as front

3. Short walls near entries will be finished front and back and will have same look as the taller walls (ending in a stone column).

4. Wall cap: Brick

5. Column cap: Concrete

There was some communication between the OPNA Board and Mayor Slagel (on behalf of the Council). Despite our efforts to address the proposal imbalances, the City Council seemed intent on viewing this as an Owens Park request (versus valid concerns on behalf of all Richardson neighborhoods) and voted unamiously to adopt the final neighborhood vitality proposal. Owens Park will NOT be getting an entry feature as part of the 2010 Bond. The OPNA Board is considering options on how to provide our neighborhood with the proper entry e.g., utilize matching beautification funds for an entry sign / feature, submit in the next bond, etc.

Thanks to all the OPNA members that provided feedback on the letter! Per that feedback, the letter was updated - the final letter was submitted to City Council.

In addition to the issues raised during our Dec 13 statement, the OPNA Board has identified several other imbalances in the final neighborhood vitality proposal presented to Council on Dec 13 for consideration. The OPNA Board unanimously voted to send a letter directly to Council addressing all 2010 neighborhood vitality issues. A draft letter was submitted to OPNA membership for approval and/or feedback. A website page was created to further explain how neighbors could weigh in.

December 13, 2010
As you may know, there was just under $700,000 in neighborhood vitality savings and interests earnings from the 2006 Bond. This was combined with the $2,000,000 approved in the 2010 Bond. On November 29 and December 6, Don Magner (Director of Neighborhood Services) briefed City Council on the "Call for Projects" process (June to August 2010) and discussed the various ways the budget could be allocated based on HOA/NA submittals. During this time, it became obvious to the OPNA Board that the reasons driving a neighborhood's submittal were NOT being provided to OR requested by Council. For example, Owens Park submitted a request for an entry feature to address a major oversight made by the Design Consultant. After the Dec 6 meeting, this was addressed with Don Magner - we were told this was intentional to be "fair and equitable". The OPNA Board felt this was actually quite the opposite - the OPNA Board prepared a statement asking Council to request and consider the reason driving a request AND if need be, allocate some portion of the 2006 savings to address issues generated during the 2006 program i.e., finish the job. No reply from Council.

Proposal received by Don Magner (Director of Neighborhood Services). Over the next 60 days, Neighborhood Services will be researching and compiling cost estimates for all proposals submitted. The City Council will then make selections.

As decided during the Perimeter Wall Project (see above - June 17, 2010 entry), OPNA opted not to install an entry sign in the Campbell / Owens wall and instead persue a small median entry feature. A request was submitted today as part of the 2010 Call for Projects.
PROPOSAL OVERVIEW
Given the crosswalk is "in front" of the median concrete pad and some landscaping already exists "behind" the concrete pad, there is ample space here for a small entry feature and landscape that could tie into the existing landscape as well as the Owens Terminus (at the north end of Owens Park). We believe the entry feature size would be consistent with those for Yale Park (eastbound Collins near Plano), Canyon Creek (southbound Custer near Renner) and Highland Terrace (westbound Spring Valley near Bowser) median signs.

Neighborhood Preferences:
- We would like the entry feature to be oriented to the entire intersection, not just inbound traffic (as the others are).
- We would like to maintain the stone / brick material and layout being used on the perimeter wall.
- We would like to maintain the "Owens Park" font and layout being used on the perimeter wall.
- We would like to maintain the capstones (if applicable) being used on the perimeter wall.
- We would like to incorporate vegetation around the entry feature to tie into / complement the existing landscape.

Here is suggestion for the "look and feel" of the entry feature:

We had great success cleaning up Owens Park during the annual Richardson Trash Bash on April 3 (for a recap, check here). Unfortunately, the trash is back fast - especially along Owens Blvd and Plano Rd. We can't wait until next Spring to address this! In an effort to keep our neighborhood clean and beautiful, we are looking for volunteers to pick up trash on a more regular basis. Ideally, we would monitor Owens Blvd and Plano Rd weekly and other streets/alleys on a monthly or quarterly basis as needed. Please consider investing 1-2 hours in your neighborhood by volunteering for this, whether it's once a year, once a month or once a week - also, this would be a great way to get kids involved in community service!
