Work is wrapping up on the Terminus project! Here is the final to-do list:
1. Construct the fence (this will be a continuation of the steel/wood fence currently surrounding the park – it
will run along the east-west alley until even with the corner of the substation, then turn north and connect at
this corner i.e., people won’t be able to drive around the fence).
2. Pour the entrance ramp next to 1601 Woodoak (this was added late when we noticed it was missing based
on the design)
3. Remove and replace several trees (this is due to an error made by the landscape architect - the trees
planted are in conflict with trees approved by Oncor for planting in their easement)
4. Restore all the sod-rutted areas
5. Install stop signs
6. Install the solar powered lights at the alley crossing

PROJECT OVERVIEW
In an effort to increase safety in Owens Park by stopping drivers - including City of Richardson garbage
trucks - from using Owens Boulevard as:
1. a short-cut between Campbell Road and Plano Road (i.e., in the morning, avoiding the right-turn on
westbound Campbell at Plano; in the evenings, avoiding the left-turn on southbound Plano at Campbell)
2. a cut-through to Lookout Park and the Lookout Transfer Station
OPNA worked with the City to terminate Owens Boulevard at Woodoak Drive. While this may be a small
inconvienence to a few residents that like to use this short-cut, we feel it is in the best interest of the entire
neighborhood to stop cars often traveling well above 30 mph. Additionally, this will extend the walking trail
into our neighborhood and add a welcome green space just for our neighborhood!
Here is the conceptual plan - the final project may be slightly different:

Well, the wall is just about done and looking great! City inspectors have completed a final walk-thru with
Radcliff Hardscape - over the next few weeks they will be addressing final concerns (clean-up, landscaping,
etc) so that the City accepts the job. Stay tuned for the ribbon-cutting dedication!

The OPNA Board has been working with the City to finalize some details - PLEASE READ:
1. We are transitioning from the orginally selected column stone ("Cordoba Cream") to "Luders
Tan", understanding there may be some variation in the stone batches and there is a 4 week lead time.
Though it was originally thought that the "Cordoba Cream" stone would complement the brick, once large
samples were provided, the City, OPNA Board and several neighbors felt the contrast was too much - stone
was too light/white with the brick. "Luders Tan" is the stone used on the W. Campbell Road - see picture at left
or check out that completed wall (Campbell between Floyd and Waterview).
2. We are not installing an entry sign at the Campbell / Owens intersection. As previously
mentioned, there are several visibility (poles, utility boxes) and placement (west side not preferred - traffic is
on east side) issues. This is the main entrance to Owens Park and visibility is imperative - the OPNA Board has
been advocating a small median entry feature at this intersection if possible and reasonable. The City agrees
this is the right step to complete our Neighborhood Vitality Project. We will be submiting a request for a
median entry feature project in the 2010 Call for Projects - given the impact of this improvement on our
neighborhood and relative low cost, we are confident the small entry feature will be approved. NOTE: Left
over funds from our project, as well other projects covered by the 2006 Bond - Neighborhood Vitality
allocation, will be added to the approved 2010 Bond - Neighborhood Vitality allocation.
3. We have selected the paint color for the back of the Eddie Mann wall - “Softer Tan 6141”. Of the
three choices presented to the OPNA Board, this color is the darkest (others are too light and/or yellow) – we
feel this color will hide dirt the best yet work well with the brick color. See picture at left of check out the large
samples on the Summertree alley wall (half-way down).
4. We have selected the cast stone column cap color - "??". Given that we are matching the W.
Campbell Road brick and stone, the OPNA Board felt the best course of action was to match the column cap
color.
5. We have selected the entry sign format - "Owens Park" will be on one line with 7-inch high
letters in Euro Roman font in black. While this does not match the fonts we generally use (Georgia, Arial)
or the color scheme we've "selected" for the neighborhood (dark red), the OPNA Board felt it was more
important to have a classic, “timeless” look and the best readability. Remember, entry signs will be embedded
in the south short walls along Plano Rd. See picture at left.

- April 26: City Council votes to award bid (base and 4 alternates)
- Mid-May to Late-May: Pre-construction meeting(s) with selected contractor; finalize details (like paint color)
- Late-May / Early-June: Construction begins (target completion Fall 2010, likely October)

been able to determine that the brick used on the W. Campbell Rd. wall ("Fireside", between Floyd and

PROJECT OVERVIEW
As part of the Neighborhood Vitality program, the City of Richardson allocated funds from the 2006 Bond
program to demolish and replace the 700 feet of stucco wall along Plano Road (runs from just south of
Shannon Lane to just north of Jennifer Drive). This rebuild project would have included the new wall, new
larger sidewalks as well as extensive irrigation and landscaping - a look consistent with the recently
completed Canyon Creek wall and the in-progress West Campbell Road wall (between Floyd and Waterview).
After much neighborhood discussion, OPNA approached the City with an alternate plan - our preference was
to find a way to address ALL the wall areas surrounding Owens Park. In addition to the 700 feet of stucco
wall, 1400 feet of concrete brick-pressed "Eddie Mann" wall runs from just north of Jennifer Drive to just
north of Woodoak Drive AND along Campbell Road. Unlike the stucco wall, the Eddie Mann wall was
structurally sound and did not need to be rebuilt - it does desperately need to be refinished / refreshed.
After many conversations with the City, we were able to determine that the funds could be used to address all
wall areas surrounding Owens Park. The stucco wall would be rebuilt with concrete block ("CMU") and have a
similiar look to the existing Eddie Mann walls. Once the new "CMU" wall was built, all street-side walls (i.e., the
sides facing Plano Rd and Campbell Rd) would be faced with brick and cultured stone columns for a consistent
look. The short walls at entry points would be faced on both sides. Unfortunately, due to limited funds, some
features will not be addressed:
1. Additional landscaping. Only plants, trees and hardscape destroyed during the construction process will
be replaced (not the existing size – new material). All attempts to preserve existing trees will be made.
2. Additional irrigation. Only irrigation destroyed during the construction process will be replaced.
3. New sidewalks. Only sidewalks destroyed during the construction process will be re-built. Sidewalk north
of Woodoak Drive will be removed and replaced with grass (new sidewalk will be built when the Owens lot is
developed).
4. Treatment to the back side of new and existing wall.
IF the base bid comes in low, the City is having 4 "upgrades" priced out. We can incorporate these features in
order of priority:
1. Column capstones
2. Entry signs
3. Painting the back of the Eddie Mann wall (the stucco wall replacement will be painted on the back)
4. Wall capstones
In summary, due to limited funds, our focus on the wall itself. In the future, we can apply for additional funds
and/or leverage the matching funds program to address landscaping, irrigation, etc.
