Update letter sent to all neighbors expressing an interest in sponsoring a sign topper - updated per last board meeting:

The OPNA Board has voted to fully fund sign toppers for Plano and Campbell intersections, as well as partially fund (50% to be covered by resident sponsors) sign toppers for Owens intersections. You’ll recall, we are looking for resident sponsors to fully fund sign toppers for all remaining intersections. Despite approval by the OPNA Board, I recommended at our last meeting to put the sign program on hold. As I am also leading the Owens Park perimeter wall effort, I wanted to ensure there is no redundancy and thereby, unnecessary funds being spent. The City is currently finalizing the wall design - their design is calling for entry signs (cast stone embedded in the wall) at each of the Plano and Campbell intersections. Until the design and bid process is finalized, I am recommending that we hold off on purchasing any sign toppers. Given how the bidding process plays out, it may make more sense to reallocate these funds. My goal will always be to get the most “bang for our buck”! I greatly appreciate your patience - I will keep you informed as I have updates, but don’t expect to fully resolve this until the late-April timeframe.

PROJECT OVERVIEW
As part of the Neighborhood Enhancement Program, the City of Richardson has implemented a Sign Topper Program to:

– Help neighborhoods be recognized for their unique character
– Increase the visibility of a neighborhood to non-residents
– Encourage a sense of belonging and neighborhood pride
– Complement other neighborhood identity efforts

As an established neighborhood association, OPNA is eligible to participate in the program. OPNA will:

– Work with the neighborhood to design a sign topper format based on City guidelines
– Submit an application to the City for approval of sign topper
– Work with the City to have the sign toppers manufactured

The City’s Traffic Operations Division will be responsible for the installation of sign toppers at no charge. Each sign requires two one-sided sign toppers (installed back to back). The cost for a pair is approximately $100.

Construction delayed one week, but starting today. Estimated completion is now December 2010.

Traffic signal work has been in progress for the last month, but construction begins Monday, June 28th. Expect Delays!!! Traffic will be difficult for a few months, but when you get frustrated, remember how much this will benefit Owens Park!!! With the completion of the Owens Terminus project earlier this year, this project is the final step to decreasing non-resident traffic in Owens Park. This project includes a new right-turn lane on westbound Plano Rd - those "speedy" morning drivers will soon have no reason to cut through Owens Park to head north on Plano Rd!

The City Council awarded this project which includes new right-turn lanes at northbound and southbound Plano Road and westbound Campbell Road, extension of the existing right-turn lane at eastbound Campbell Road, realignment of Campbell Road center medians and outside curbs through the intersection, and installation of new pavement markings and other miscellaneous appurtenances. The extension of existing double left-turn lanes at northbound and southbound Plano Road and associated pavement markings are alternates - both were awarded. Traffic signal upgrades will be completed through a separate contract in coordination with this project. Project to last no more than 160 days (expected completion August 2010).
